Prismacolor markers are way cheap there. Lots of other discounts,
too. Shipping is often free. Orders are slow to ship, so order
lots in advance! Check it out! :D

On Ebay, you also might find deals on markers and such. It doesn't
hurt to check it out from time to time. :)
Inexpensive Shipping Supplies

This place has the cheapest prices and lowest shipping that
I've found on the net so far. They have good service and deliver
fairly quickly. This is a great place to buy inexpensive cardboard
mailers.
I've found Staples, Wal-Mart and Office Max to all have good
deals on envelopes and such.

and great for the beginner. Has Photoshop and Paint Shop Pro
tutorials, eyes, hair and other stuff.
